Men, by and far. On a womans most amorous day, she has about 1/14th the amount of sexual hormones in her body as man does on his least "inclined" day. On top of that a female body responds less to the sexual hormones it produces, does not have external genitalia and the parts of the brain that drive libido are practically non-existent in females if compared to males.
