This harkens back at least as early as Reagan and the Iran Contra scandal with the famous, to those who look at these things, hearing and the shut down of public discussion of the continuity of government, the shadow government alternative enacted during "emergency" real or imagined, or even created.
Those cities built for emergency used to have barbs pointed to keep people out, then they turned them to keep people in.
It came up again briefly more recently during the heated point in the illegal immagrant debate.
But the degree of acceleration is quite concerning.
