The problem seems to be that, in general, people aren't as afraid as they should be. For a global example, consider this: The average person isn't afraid of our world (and therefore our race) being destroyed, so they consequently habitually act in a way that destroys it by building nukes, littering, dumping sewage and oil, and destroying the trees on which we depend to breathe healthily. Now, I'm not a Greenpeace proponent any more than I am a vegetarian, but you see the point.
