Why did crack hit as hard as it did in America? Maybe I should say, why did crack hit so hard in the slums of America for that is where the worst and full effect of crack was felt. Crack is now a commonly used drug and for a long part of the 80s and 90s the most common, addictive, and abundant drug on the market. This is all due to a government conspiracy to take out the Black Panther Party...

I tend to disagree with you. Crack cocaine is prevalent in the red neck rural communties as in ghetto of major cities.
Marijuana was known as the poor man's coke (cocaine) before crack came onto the scene. (although the 2 drugs are totlally different in effect)
Crack came into use as a by-product of drug enforcement activities. Smoking crack is more addictive than snorting powdered coke & effect wise is similar to freebasing the drug.
(An application of the wealthy & educated class of drug users)
