How can I upload pictures I have on file to my portfolio folder ?

A CTL of 1 means that pv_emerald14 is a contributing member of Captain Cynic.
Are you talking bout your User Center portfolio so that you can have a pic with your posts? All you have to do is go to your User Center, there will be 4 spots where you can upload pics to. Click on browse and select your pic then click Upload.
